A PUBLIC DEBATE NEEDS LOCAL DATA AND TRACKING
Editorial Opinion: Housing decisions should be evaluated against public goals, timelines and outcomes.
Housing is not understood only with a national average. Rents, incomes, supply and commutes vary between neighborhoods and cities; a useful decision needs to measure those differences.
Institutions should explain what problem each measure seeks to solve, who it covers, how much it costs, when it will be reviewed, and by what indicator it will be judged. Transparency makes it possible to correct policies that do not produce the expected result.
Social organizations provide experience and urgency; statistical analysis provides scale and comparison. A serious debate needs both, in addition to distinguishing proposals from current norms.
